California won't have to turn back the clock on the Clean Air Act thanks to Senate Bill 288 (Sher, D-Palo Alto), which keeps existing federal "New Source Review" regulations in place and prohibits changes that would weaken it in California. These important regulations require new or modified refineries, power plants, and factories to install state-of-the-art air pollution control equipment when they expand or upgrade their facilities. The Bush Administration is proposing major rollbacks to these regulations that would exempt more than 1,200 California industries. The American Lung Association of California worked with a coalition of health and environmental organizations to support this measure.
