State of Tobacco Control

California's smoke-free air and youth access laws earned the state A grades in the American Lung Association's annual State of Tobacco Control Report Card 2003. But the Report Card also shows California falls short on funding for programs to prevent and control tobacco use and its tobacco tax levels, earning the state F and C grades respectively.
